JATIMTIMES Malang mulai menyoroti keberadaan tempat penitipan anak atau daycare setelah muncul perhatian terhadap pengawasan dan legalitas operasionalnya.
Dinas Tenaga Kerja, Penanaman Modal, dan Pelayanan Terpadu Satu Pintu (Disnaker PMPTSP) Kota Malang bakal mendata ulang daycare yang beroperasi di wilayah setempat.

Kepala Disnaker PMPTSP Kota Malang, Arif Tri Sastyawan mengatakan pendataan dilakukan dengan melibatkan Dinas Pendidikan dan Kebudayaan (Dikbud). Sebab, daycare tidak masuk kategori lembaga pendidikan formal seperti playgroup, TK, SD, hingga SMA. “Kalau playgroup kami datanya ada, TK ada, SD, SMP sampai SMA juga ada. Cuma daycare ini biasanya berbentuk yayasan,” kata Arif.
Pemkot Malang berencana mengirim surat kepada lurah di seluruh wilayah untuk mendata lokasi daycare. Langkah itu dilakukan agar pemerintah mengetahui jumlah dan persebaran penitipan anak yang beroperasi.
Arif menyebut petugas nantinya akan mendatangi lokasi daycare untuk memverifikasi legalitas usaha. Pemeriksaan meliputi kelengkapan perizinan hingga kesesuaian administrasi melalui sistem Online Single Submission (OSS). “Kalau perlu nanti kami panggil untuk verifikasi izinnya. Karena di Kode Baku Lapangan Usaha Indonesia itu ada untuk daycare,” ujarnya.
Menurut dia, banyak daycare di Kota Malang masih beroperasi secara rumahan. Namun aktivitasnya berjalan rutin dengan jumlah anak cukup banyak setiap hari.
Arif mencontohkan daycare di dekat rumahnya yang menerima sekitar 20 anak setiap hari. Anak-anak diantar sejak pagi dan dijemput sore hari setelah orang tua selesai bekerja.

Selain penitipan, daycare tersebut juga memberikan aktivitas tambahan bagi anak-anak. Mulai dari pembelajaran dasar hingga pendampingan kebutuhan harian balita. “Yang sudah besar diajari ngaji, yang masih balita juga diberikan perlengkapan susu dan lain sebagainya dari orang tuanya,” kata dia.
Pemkot Malang menegaskan pendataan bukan untuk menutup usaha daycare. Pemerintah justru ingin membantu pengelola melengkapi izin agar pengawasan dan kontrol berjalan lebih baik.
Arif mengatakan pengawasan nantinya melibatkan lurah, camat, hingga organisasi perangkat daerah teknis. Dengan begitu, aktivitas daycare bisa dipantau secara langsung dan berkala.
