JATIMTIMES – Ketiadaan rumah aman (shelter) bagi korban kekerasan di Kota Batu menjadi sorotan serius. Merespons hal tersebut, Pemkot Batu tengah menyiapkan aset bangunan strategis untuk dialihfungsikan sebagai pusat perlindungan perempuan dan anak.
Langkah ini diambil untuk menutup kekosongan layanan perlindungan bagi kelompok rentan. Selama ini, para korban kekerasan di Kota Batu belum memiliki fasilitas penanganan terpadu yang berlokasi di dalam kota.

Wali Kota Batu, Nurochman, menyatakan bahwa rencana administratif untuk penyediaan fasilitas ini sudah disiapkan. Tahap berikutnya adalah pematangan perencanaan teknis serta alokasi penganggaran yang tepat.
“Meski saat ini dalam kondisi efisiensi anggaran, penyediaan shelter tetap harus kami prioritaskan. Ini menyangkut keselamatan kelompok rentan,” ujar Nurochman, saat ditemui, belum lama ini.
Pria yang akrab disapa Cak Nur itu menyampaikan, kebutuhan rumah aman dinilai sangat mendesak seiring pertumbuhan sektor pariwisata yang membawa konsekuensi sosial. Risiko kekerasan, mulai dari KDRT hingga kekerasan seksual, menjadi perhatian utama yang harus diantisipasi.
Guna memperkuat kebijakan terkait, Pemkot juga sedang menyusun payung hukum yang diperbarui. Peraturan Daerah (Ranperda) tentang Perlindungan Perempuan dan Anak kini tengah digodok kembali bersama pihak legislatif.
Menurut Nurochman, keberadaan Perda yang sesuai dengan kebutuhan sangat penting agar seluruh program perlindungan memiliki dasar hukum yang kuat dan jelas. Selain infrastruktur, kesiapan sumber daya manusia (SDM) juga menjadi fokus utama.
Pemkot Batu berencana melibatkan tenaga profesional, termasuk psikolog, untuk melakukan pendampingan intensif kepada korban. Pendekatan yang dilakukan tidak hanya bersifat kuratif, tetapi juga preventif atau pencegahan.

Edukasi di tingkat keluarga akan kembali diperkuat untuk menekan potensi kekerasan sejak dini. Salah satu langkah konkretnya adalah mengaktifkan kembali program Parenting for Parents untuk menguatkan pola asuh orang tua.
“Program penguatan pola asuh ini akan kami percepat implementasinya di lapangan,” imbuh Cak Nur
Dengan berbagai langkah ini, pemerintah berharap perlindungan terhadap perempuan dan anak bukan sekadar wacana. "Nantinya keberadaan shelter menjadi sistem perlindungan nyata yang membuat Kota Batu benar-benar aman," harapnya.
