Gubernur Khofifah Bangga Tren Keterserapan Lulusan SMK Terus Meningkat, 91,46 Persen

JATIMTIMES - Tingkat serapan lulusan SMK Jawa Timur terus menunjukkan tren positif melalui program BMW (Bekerja, Melanjutkan, dan Wirausaha). Berdasarkan data Kementerian Pendidikan Dasar dan Menengah (Kemendikdasmen), sebanyak 91,46 persen lulusan SMK di Jawa Timur telah menjalankan program BMW.

Dari total 221.174 lulusan SMK di Jawa Timur, sebanyak 195.429 lulusan tercatat telah berpartisipasi dalam program tersebut. Rinciannya, sebanyak 55,83 persen lulusan bekerja, 20,79 persen berwirausaha, dan 14,84 persen melanjutkan pendidikan ke jenjang lebih tinggi.

Sementara itu, 7,05 persen lainnya menjalani aktivitas lain seperti pelatihan, kursus, mengurus rumah tangga, maupun persiapan studi lanjutan. Adapun angka pengangguran lulusan SMK tercatat hanya 1,49 persen.

Gubernur Jawa Timur Khofifah Indar Parawansa mengungkapkan rasa bangga terhadap capaian ini. Hal tersebut menjadi kabar baik yang sekaligus membuktikan bahwa kualitas lulusan SMK Jawa Timur semakin meningkat. 
 
“Alhamdulillah, capaian ini menunjukkan bahwa keterserapan lulusan SMK Jawa Timur terus meningkat. Ini menjadi indikator bahwa penguatan link and match antara sekolah dengan Dunia Usaha Dunia Industri (DUDI) berjalan semakin efektif,” ujar Gubernur Khofifah di Surabaya, Senin (11/5).

Selain tingkat keterserapan yang tinggi, tingkat keselarasan pekerjaan lulusan SMK Jatim dengan bidang keahliannya juga mencapai 69,43 persen, dengan rata-rata masa tunggu kerja hanya 3,38 bulan setelah dinyatakan lulus. Sementara kepemilikan sertifikat keahlian lulusan tercatat mencapai 63,57 persen.

Menurut Khofifah, capaian tersebut menjadi bukti bahwa penyelarasan kurikulum dan kompetensi dengan kebutuhan industri terus diperkuat oleh Pemprov Jatim, terutama dalam menghadapi disrupsi teknologi dan otomatisasi industri 4.0.

“Kebutuhan kompetensi industri berkembang sangat cepat. Karena itu, sektor pendidikan vokasi harus adaptif dan responsif terhadap perubahan kebutuhan dunia kerja,” katanya.

Menurut Khofifah, penyelarasan kurikulum atau link and match dengan DUDI menjadi langkah penting untuk menekan skills _mismatch_ lulusan SMK.

“Sektor industri progresif saat ini bergeser ke rekrutmen berbasis skill atau kemampuan nyata, bukan sekadar ijazah. Memperbanyak latihan dan sertifikasi akan membantu siswa SMK Jatim masuk ke DUDI dengan persaingan yang cukup ketat,” katanya.

Karena itu, Gubernur Khofifah menambahkan, Pemprov Jatim terus mendorong penguatan Teaching Factory (TeFa) di seluruh SMK negeri maupun swasta. Saat ini terdapat 298 SMK negeri dan 1.860 SMK swasta di Jawa Timur yang diwajibkan memiliki Teaching Factory di tiap jurusan.

Sebab, menurutnya, keberadaan Teaching Factory penting untuk membentuk budaya kerja industri di lingkungan sekolah sehingga siswa terbiasa dengan standar mutu, disiplin dan ritme kerja industri.

“Upaya sekolah tidak hanya mengoptimalkan siswa saat praktik kerja industri, tetapi juga membiasakan suasana DUDI setiap waktu,” ujarnya.

Lebih lanjut Gubernur Khofifah mengatakan, Pemprov Jatim juga menjalankan program retooling atau peningkatan kompetensi bagi lulusan yang masih menunggu panggilan kerja dari industri.

“Sembari menunggu panggilan industri, kompetensi mereka terus diasah dan ditingkatkan agar sesuai kebutuhan industri,” terang Khofifah.

Gubernur Khofifah berharap dengan capaian ini, lulusan SMK Jatim terus menunjukkan tren positif dalam program BMW, agar dapat menekan angka pengangguran terbuka. Khofifah optimis, program-program akselerasi yang dilakukan Pemprov Jatim akan meningkatkan jumlah keterserapan lulusan SMK di DUDI. 

Sementara itu, Kepala Dinas Pendidikan Jatim Aries Agung Paewai mengatakan berbagai program terus dilakukan agar lulusan SMK tidak menjadi penyumbang angka pengangguran.

“Penguatan dilakukan melalui optimalisasi Teaching Factory, BLUD, uji sertifikasi kompetensi di masing-masing lembaga, penyediaan sertifikasi gratis dari LSK berstandar KKNI, pemanfaatan Bursa Kerja Khusus (BKK), hingga penguatan kerja sama sekolah dengan DUDI,” jelasnya.

Terbaru, lanjut Aries, Dindik Jatim juga mendorong siswa mengikuti program magang kerja luar negeri. Sebanyak 3.186 siswa kelas 12 dan 13 diusulkan mengikuti program magang kerja luar negeri yang menjadi program unggulan Direktorat SMK Kemendikdasmen.

Selain itu, tercatat sebanyak 1.734 lulusan SMK Jatim siap diberangkatkan sebagai pekerja migran profesional.

“Program-program tersebut merupakan upaya meningkatkan keterserapan lulusan sesuai kebutuhan industri, baik di dalam maupun luar negeri,” ujar Aries.

Keterserapan lulusan yang Bekerja dengan Kurikulum 2013 tertinggi berasal dari bidang Energi dan Pertambangan sebesar 69,99 persen, Teknologi dan Rekayasa 60,05 persen, Bisnis dan Manajemen 56,83 persen, serta Pariwisata 55,07 persen.

Sementara lulusan yang Wirausaha didominasi bidang Agribisnis dan Agroteknologi sebesar 30,22 persen, Kemaritiman 26,36 persen, Teknologi Informasi dan Komunikasi 21,58 persen, serta Teknologi dan Rekayasa 21,07 persen.

Adapun lulusan yang Melanjutkan paling banyak berasal dari bidang Kesehatan dan Pekerjaan Sosial sebesar 41,64 persen, Teknologi Informasi dan Komunikasi 18,75 persen, Seni dan Industri Kreatif 16,24 persen, serta Pariwisata 13,90 persen. 

Sementara itu, berdasarkan Kurikulum Merdeka, keterserapan lulusan yang Bekerja di sektor industri tertinggi berasal dari bidang Kemaritiman sebesar 65,35 persen, Energi dan Pertambangan 61,05 persen, Teknologi Manufaktur dan Rekayasa 57,86 persen, serta Pariwisata 56,36 persen.

Untuk lulusan yang Wirausaha pada Kurikulum Merdeka, didominasi bidang Agribisnis dan Agriteknologi sebesar 32,50 persen, Kemaritiman 30,45 persen, Kesehatan dan Pekerjaan Sosial 23,64 persen, Teknologi Manufaktur dan Rekayasa 19,81 persen, serta Pariwisata 19,42 persen.

Sedangkan lulusan yang Melanjutkan  paling banyak berasal dari bidang Teknologi Konstruksi dan Properti sebesar 31,59 persen, Kesehatan dan Pekerjaan Sosial 24,18 persen, Seni dan Ekonomi Kreatif 21,14 persen, serta Teknologi Informasi 20,07 persen.

Adapun tingkat pengangguran tertinggi tercatat pada bidang Produksi Film sebesar 48,89 persen, Teknik Pemboran Minyak dan Gas 11,76 persen, Teknika Kapal Penangkap Ikan 10,61 persen, Alat Mesin Pertanian 7,11 persen, serta Teknik Audio Video 6,53 persen.
