JATIMTIMES – Fraksi PKB DPRD Jawa Timur (Jatim) memberikan persetujuan terhadap dua Rancangan Peraturan Daerah (Raperda) strategis, yakni Raperda tentang perubahan susunan perangkat daerah (SOTK) dan perubahan bentuk hukum PT Petrogas Jatim Utama menjadi Perseroan Daerah (Perseroda). Namun, persetujuan itu tidak diberikan tanpa catatan.
Fraksi PKB justru melayangkan peringatan keras kepada Pemprov Jatim agar agenda reformasi kelembagaan tidak berujung pada birokrasi yang semakin gemuk, sementara restrukturisasi BUMD energi hanya berhenti pada perubahan status hukum tanpa perbaikan kinerja yang nyata. Sikap kritis itu disampaikan Juru Bicara Fraksi PKB DPRD Jatim , Ahmad Tamim, dalam pandangan akhir fraksi pada Rapat Paripurna DPRD Jatim.

Dalam pembahasan Raperda perubahan struktur organisasi perangkat daerah, PKB menilai penyesuaian kelembagaan memang diperlukan untuk menjawab kebutuhan pembangunan, dinamika kebijakan nasional, hingga penguatan sektor baru seperti ekonomi kreatif. Namun, perubahan nomenklatur organisasi tanpa perubahan sistem kerja dinilai berisiko hanya menjadi formalitas birokrasi.
PKB secara khusus menyoroti masuknya urusan ekonomi kreatif dalam struktur Dinas Kebudayaan dan Pariwisata. Menurut Ahmad Tamim, penguatan sektor ekonomi kreatif harus diikuti desain kerja yang konkret dan terukur.
"Tanpa rekayasa proses bisnis yang kuat dan inovatif, urusan ekonomi kreatif hanya akan menjadi 'tempelan pergantian papan nama' yang tidak memberikan dampak konkret bagi para pelaku usaha di Jawa Timur," tegas Tamim.
Tak hanya itu, PKB juga mengingatkan agar penataan SOTK tidak justru memperbesar beban belanja aparatur di tengah kebutuhan pembangunan yang semakin kompleks.
"Kami tidak ingin penataan SOTK ini justru memperlebar belanja pegawai. Alokasi anggaran harus diprioritaskan pada fungsi stimulan yang menyentuh rakyat, bukan sekadar membiayai struktur birokrasi yang gemuk," jelasnya.
PKB juga menyinggung adanya evaluasi dari pemerintah pusat terhadap rancangan sebelumnya yang dinilai masih menyimpan risiko inefisiensi anggaran dan tekanan terhadap fiskal daerah. Bagi PKB, reformasi birokrasi harus menghasilkan organisasi yang lebih ramping, adaptif, dan berorientasi pelayanan, bukan sekadar penambahan struktur.
Sorotan lebih tajam diarahkan pada perubahan status hukum PT Petrogas Jatim Utama. PKB menilai transformasi PJU menjadi Perseroda harus dibarengi evaluasi menyeluruh terhadap model bisnis, efektivitas holding, hingga kontribusi anak usaha.
Tamim mengungkap bahwa persoalan utama PJU bukan semata status badan hukum, melainkan efektivitas struktur bisnis yang selama ini berjalan.

"Holding PJU secara agregat dikategorikan LOSS secara ekonomi karena meskipun memiliki anak usaha yang menghasilkan profit, secara keseluruhan PJU tidak mampu menghasilkan nilai agregat yang kuat bagi daerah," ungkapnya.
PKB juga menyoroti keberadaan sejumlah anak usaha yang dinilai belum memberikan kontribusi signifikan terhadap kinerja perusahaan maupun pendapatan daerah. Pihaknya mencermati terjadinya ketimpangan kinerja yang ekstrem di dalam grup PJU.
"Kontribusi PAD hanya bersandar pada entitas berbasis Participating Interest, sementara anak usaha non-Participating Interest justru menjadi beban fiskal. Di sisi lain, ditemukan pula beberapa anak usaha PJU yang hanya berfungsi sebagai 'entitas administratif' yang terputus dari core business energi," tandasnya.
Karena itu, Fraksi PKB menegaskan perubahan status PJU menjadi Perseroda tidak boleh berhenti pada pemenuhan aspek legal formal. "Restrukturisasi harus menjadi momentum pembenahan total terhadap tata kelola perusahaan, efisiensi usaha, dan optimalisasi kontribusi terhadap daerah," tegasnya.
Melalui dua Raperda ini, Fraksi PKB pada prinsipnya mendukung agenda reformasi birokrasi dan penguatan BUMD strategis di Jatim. Namun dukungan tersebut disertai pesan tegas: setiap perubahan struktur harus bermuara pada efisiensi anggaran, profesionalisme tata kelola, dan manfaat nyata bagi masyarakat, bukan sekadar kosmetik kelembagaan.
