JATIMTIMES – Konsorsium Pembaruan Agraria (KPA ) menghadiri Rapat Dengar Pendapat Umum (RDPU) bersama Komisi III DPR RI untuk menyampaikan situasi darurat terkait eskalasi konflik agraria struktural yang terus melahirkan kekerasan di Indonesia, Senin (18/5/2026).
Dalam forum tersebut, KPA menagih komitmen nyata Panitia Khusus Penyelesaian Konflik Agraria (Pansus PKA) DPR RI yang dinilai belum menunjukkan progres signifikan sejak dibentuk pada Oktober 2025 lalu.

KPA mencatat situasi di wilayah konflik semakin mengkhawatirkan dengan terjadinya sedikitnya 341 letusan konflik sepanjang tahun 2025, yang memicu kenaikan kasus kekerasan dan kriminalisasi hingga 32 persen.
Bahkan, dalam kurun waktu delapan bulan sejak Pansus PKA berjalan, tercatat telah terjadi 492 kasus kekerasan di mana 22 petani ditembak, 272 orang mengalami kekerasan fisik, serta 450 orang dikriminalisasi akibat mempertahankan hak atas tanah mereka.
Sekretaris Jenderal KPA, Dewi Kartika, menegaskan bahwa akar masalah dari konflik agraria struktural ini bersumber dari kesalahan kebijakan pemerintah yang lebih mengedepankan kepentingan investasi skala besar.
Pihaknya menilai negara telah gagal menjalankan mandat UUPA 1960 untuk mendaftarkan tanah masyarakat secara turun-temurun, sehingga memicu klaim sepihak dari korporasi maupun badan pemerintah melalui proyek strategis nasional.
“Kalau yang namanya konflik agraria struktural itu terjadi karena sejak awal pemerintah sudah abai dalam mengakui hak atas tanah masyarakat. Tidak kunjung didaftarkan tanahnya, tidak kunjung diselesaikan konfliknya sesuai mandat UUPA 1960, maka semakin terakumulasi karena konflik agraria baru terus bertambah akibat kebijakan pembangunan pemerintah,” ungkap Dewi Kartika di hadapan Komisi III DPR RI.
Guna mengatasi penanganan konflik yang kerap menggunakan pendekatan represif dengan melibatkan aparat TNI dan Polri, KPA menyampaikan tiga desakan utama kepada pemerintah pusat.

Pertama, mendesak Presiden Prabowo Subianto untuk segera membentuk Badan Pelaksana Reforma Agraria Nasional (BP-RAN) sebagai lembaga lintas kementerian, mempercepat pengesahan RUU Reforma Agraria, serta memberikan jaminan perlindungan hukum bagi masyarakat di wilayah konflik.
Selain itu, KPA merekomendasikan Komisi III DPR RI dan Pansus PKA untuk segera membentuk command centre tanggap darurat, melakukan kunjungan lapangan di berbagai lokasi konflik, serta mendesak Kapolri mengeluarkan arahan penghentian penyidikan terhadap petani.
Langkah taktis ini dinilai mendesak agar instrumen politik di parlemen dapat berfungsi nyata dalam memulihkan hak-hak atas tanah rakyat secara humanis.
“Pansus tidak boleh berhenti sebagai simbol politik. Ia harus menjadi instrumen nyata untuk menyelesaikan konflik agraria dan mendorong BP-RAN bekerja secara tegas dalam pemulihan hak rakyat,” tegas Dewi.
