JATIMTIMES – Fasilitas umum (fasum) berupa badan jalan dan trotoar di seputaran Jalan Kartini serta Jalan Sudiro kawasan Alun-Alun Kota Batu masif jadi lapak pedagang kaki lima (PKL). Masalah tersebut memicu polemik di tengah masyarakat usai mencuat kasus jual beli kios. Pihak legislatif DPRD Kota Batu mendesak Pemkot Batu untuk melakukan penertiban total.

Wakil Ketua II DPRD Kota Batu Ludi Tanarto menyayangkan ruang publik yang seharusnya bebas diakses oleh warga dan wisatawan tersebut kini dilaporkan telah berubah fungsi secara masif menjadi deretan tempat usaha komersial pribadi bagi para Pedagang Kaki Lima (PKL).

Kondisi di lapangan menunjukkan pemandangan yang kian ironis lantaran jalur pejalan kaki tidak hanya sekadar dipadati gerobak bongkar pasang, melainkan sudah mulai berdiri bangunan lapak semi permanen. Struktur tempat berjualan tersebut nekat didirikan menggunakan material cor semen, rangka besi kokoh, hingga penarikan instalasi jaringan listrik seadanya yang rawan memicu korsleting.

“Itu tugas dinas terkait, Pemkot Batu perlu melakukan penataan di mana salah satunya merelokasi ke tempat lain, supaya nyaman dan tidak mengganggu hak bagi para pejalan kaki dan jalur kendaraan yang melintas,” tegas Ludi saat dikonfirmasi, belum lama ini.

Politisi PKS ini menyayangkan sikap pasif dari jajaran instansi penegak perda di lingkungan Pemkot Batu yang dinilai belum menunjukkan langkah konkret, jadwal yang pasti, maupun ketegasan sanksi di lapangan. Akibat pembiaran yang berlangsung menahun tersebut, para pejalan kaki kini terpaksa bertaruh keselamatan dengan berbagi ruang di badan jalan raya bersama arus kendaraan yang melintas padat.

Ludi mengingatkan bahwa persoalan carut-marut tata kelola lahan ini bukan sekadar mengganggu estetika keindahan kota semata, melainkan sudah mereduksi fungsi utama ruang publik.

Jika eksekutif tidak segera mengambil tindakan represif yang terukur, eksistensi badan jalan yang berubah menjadi pasar permanen ini dikhawatirkan bakal merusak citra eksklusif Kota Batu sebagai destinasi wisata unggulan di Jawa Timur.

“Dampaknya badan jalan yang semestinya dipergunakan sesuai dengan peruntukan malah berubah menjadi pasar permanen, jadi memang harus ditertibkan jangan malah dibiarkan sebelum Alun-Alun Kota Batu benar-benar kehilangan fungsinya,” tuturnya. Ludi juga memperingatkan dampak jangka panjang krisis tata ruang tersebut.

Di sisi lain, keluhan serupa juga disuarakan oleh elemen masyarakat lokal, khususnya dari kalangan pengguna jalan dan sektor transportasi informal seperti pengemudi ojek pangkalan. Warga mengingatkan bahwa para pedagang tersebut sebenarnya sempat berhasil direlokasi oleh pemerintah daerah ke area Batu Tourism Center (BTC) beberapa waktu lalu, namun mereka nekat kembali turun ke jalan dengan dalih sepi pembeli.

Warga setempat juga menginginkan agar penertiban kali ini tidak sekadar melakukan pengusiran secara sepihak, melainkan wajib dibarengi dengan penyediaan formula solusi pemindahan tempat yang lebih strategis dan menjanjikan secara perputaran ekonomi. Penegakan hukum yang tegas di area sabuk hijau Alun-Alun juga dinilai mendesak untuk membongkar adanya isu miring terkait praktik mafia jual beli lapak ilegal di atas aset daerah.
