JATIMTIMES - Pemerintah Kota (Pemkot) Malang mulai membuka ruang bagi warga yang ingin memperkuat sistem keamanan lingkungan melalui pemasangan kamera pengawas (CCTV ). Usulan tersebut dapat diajukan melalui program RT Berkelas yang saat ini mulai dijalankan di berbagai wilayah.
Langkah tersebut menjadi salah satu upaya pemerintah dalam meningkatkan kewaspadaan lingkungan di tengah maraknya informasi terkait tindak kriminal yang beredar di media sosial.

Kepala Diskominfo Kota Malang, Nur Widianto, mengatakan keberadaan CCTV dinilai mampu membantu menciptakan rasa aman sekaligus menjadi sarana pemantauan aktivitas di lingkungan permukiman.
Menurutnya, selama ini pengadaan CCTV yang difasilitasi pemerintah lebih difokuskan untuk mendukung pemantauan di ruas-ruas jalan protokol. Sementara untuk kawasan permukiman, pengadaan perangkat dapat diinisiasi masyarakat melalui program RT Berkelas.
“Yang pasti CCTV menjadi bagian untuk memberikan rasa nyaman dan aman kepada warga Kota Malang. Ke depan, khususnya di lingkungan permukiman, kami dorong pengadaannya melalui proses seperti RT Berkelas,” ujarnya.
Ia menjelaskan, Diskominfo akan memberikan pendampingan teknis bagi lingkungan yang mengajukan pemasangan CCTV, termasuk proses integrasi sistem agar dapat dimanfaatkan secara optimal oleh warga.
Menurutnya, meski program tersebut masih tergolong baru, sejumlah lingkungan sudah mulai mengajukan pemasangan CCTV sebagai bagian dari penguatan keamanan wilayah.
“Kalau jumlah kelurahannya memang belum masif karena baru tahun ini melalui RT Berkelas. Tapi beberapa sudah mulai mempertimbangkan ke arah sana,” katanya.
Berbeda dengan kamera pengawas yang terpasang di jalan protokol, CCTV lingkungan tidak dirancang untuk kebutuhan analisis tingkat lanjut seperti identifikasi nomor kendaraan. Perangkat yang digunakan lebih sederhana dan disesuaikan dengan kebutuhan pemantauan di kawasan permukiman.

Selain itu, akses rekaman CCTV lingkungan nantinya tidak bersifat terbuka untuk umum. Pengelolaan dan pemanfaatannya akan berada di bawah kewenangan warga atau pengurus lingkungan setempat guna menjaga aspek privasi dan keamanan data.
Dengan skema tersebut, Pemkot Malang berharap upaya menjaga keamanan tidak hanya bertumpu pada fasilitas pemerintah, tetapi juga tumbuh dari partisipasi warga dalam menciptakan lingkungan yang lebih aman dan tertib.
