JATIMTIMES – Seleksi terbuka (Selter) Sekretaris Daerah (Sekda) definitif Kota Batu kini memasuki fase penentuan. Tiga besar nama kandidat diuji untuk dipilih kepala daerah. Fase krusial ini memantik perhatian serius dari kalangan legislatif.
Jajaran DPRD Kota Batu mengingatkan pentingnya aspek integritas. “Tantangan ke depan sangat kompleks, makanya yang terpenting bagi kami bukan besar atau kecilnya harta kekayaan, tetapi kemampuan birokrasi, kapasitas kepemimpinan, serta kejujuran,” tegas Ludi Tanarto, Senin (8/6/2026).
Ludi memaparkan bahwa seorang pucuk pimpinan administrasi ASN harus memiliki benteng pertahanan yang kuat agar mampu menjaga objektivitas dalam setiap pengambilan kebijakan strategis.
"Karena berada di lingkaran utama pemerintahan, calon Sekda diwajibkan bersih dan steril dari segala bentuk intervensi maupun benturan kepentingan yang berpotensi merusak tata kelola keuangan daerah," tambahnya.
Pandangan yang searah juga diutarakan oleh Pakar Kebijakan Publik dari Universitas Brawijaya (UB), Andhyka Muttaqin, yang menilai bahwa keterbukaan dokumen LHKPN di ruang publik sangatlah positif.
Menurut Andhyka, pelaporan aset tersebut bertindak sebagai instrumen kontrol sosial yang sangat efektif agar masyarakat luas dapat ikut mengawasi secara berkala.
Ia menjabarkan bahwa fokus perhatian publik sebaiknya tidak sekadar terpaku pada angka akumulasi kekayaan yang terlihat di permukaan saja.
Masyarakat perlu melihat pada rasionalitas pertumbuhan dan keabsahan asal-usul aset tersebut selama sang pejabat meniti karier di pemerintahan.

“Pengawasan dari publik ini sangat penting untuk memastikan tidak ada ketergantungan finansial dari pejabat bersangkutan terhadap pihak-pihak tertentu yang dapat mengganggu independensinya,” urai Andhyka.
Sebagaimana diketahui bersama, bursa pencalonan tertinggi ini kini menyisakan tiga nama birokrat senior terbaik yang telah dinyatakan lolos ke tahapan final oleh tim pansel.
Ketiga kandidat kuat tersebut di antaranya adalah Kepala Dinas Pendidikan Alfi Nurhidayat, Kepala Dinas Perumahan Arief As Siddiq, serta Kepala Badan Pendapatan Daerah Mohammad Nur Adhim.
Kendati demikian, daftar penilaian yang dikeluarkan oleh panitia seleksi dipastikan bukan merupakan hasil akhir yang bersifat mutlak.
Pilihan final yang nantinya diputuskan oleh Kepala Daerah masih harus melewati mekanisme pengajuan dan wajib mengantongi rekomendasi resmi dari Badan Kepegawaian Negara (BKN) pusat.
Oleh sebab itu, dinamika yang berkembang saat ini tidak lagi sekadar berpusat pada tebak-tebakan mengenai siapa sosok yang akan memenangkan kursi panas tersebut.
Fokus kolektif kini bergeser pada tuntutan nyata mengenai bagaimana figur terpilih kelak mampu menunjukkan komitmen moralitas yang tinggi dalam mengomandani ribuan aparatur sipil negara.
