JATIMTIMES - Sistem pembayaran non-tunai menggunakan Quick Response Code Indonesian Standard (QRIS) di Gedung Parkir Kayutangan, Kota Malang, menuai sorotan. Seorang warga mengeluhkan adanya selisih tarif parkir saat melakukan pembayaran menggunakan QRIS, meski nominal pada karcis resmi menunjukkan tarif yang berbeda.
Keluhan tersebut menjadi perhatian publik setelah diunggah akun Instagram @info_malang. Dalam unggahan itu, seorang pengendara sepeda motor mengaku dikenai tagihan QRIS sebesar Rp3.000, padahal pada karcis parkir resmi yang diterbitkan Dinas Perhubungan (Dishub) Kota Malang tercantum tarif retribusi sebesar Rp2.000.

Unggahan yang viral itu memperlihatkan dugaan ketidaksesuaian antara tarif pada karcis fisik dengan nominal yang muncul saat kode QRIS dipindai.
"Seorang warga yang parkir motor di Gedung Parkir Kayutangan melaporkan pembayaran QRIS yang tidak sesuai dengan karcis. Pada karcis tertera harga Rp2.000, namun ketika scan QRIS, harga yang harus dibayar Rp3.000," tulis keterangan dalam unggahan tersebut.
Selisih tarif sebesar Rp1.000 itu kemudian memicu beragam tanggapan dari warganet. Sejumlah pengguna media sosial meminta adanya evaluasi terhadap sistem pembayaran digital di fasilitas parkir milik pemerintah tersebut agar tidak merugikan masyarakat. Dalam unggahan itu juga disematkan akun @lakir.makota sebagai bentuk harapan agar persoalan tersebut segera ditindaklanjuti.
Menanggapi hal itu, Kepala Bidang (Kabid) Pengelolaan Perparkiran Dinas Perhubungan (Dishub) Kota Malang, Rahmat Hidayat memastikan tarif parkir resmi tidak mengalami perubahan. Sesuai Peraturan Daerah yang berlaku, tarif parkir kendaraan roda dua tetap Rp2.000, sedangkan kendaraan roda empat sebesar Rp3.000.
Rahmat menduga perbedaan nominal yang muncul saat pembayaran terjadi akibat kekeliruan dalam proses pemindaian kode QRIS.
"Tidak mungkin (sistemnya salah). Kemungkinan salah scan, karena barcode Rp2.000 untuk motor dan barcode untuk mobil itu Rp3.000. Kami silakan untuk cek langsung di lokasi," ujar Rahmat saat dikonfirmasi.
Menurutnya, hingga kini pihak Dishub belum dapat memastikan apakah kekeliruan tersebut terjadi karena arahan petugas di lapangan atau kesalahan pengguna saat memilih kode QRIS yang tersedia.

Karena itu, masyarakat diminta segera menyampaikan keberatan kepada petugas apabila menemukan nominal pembayaran yang tidak sesuai sebelum transaksi diselesaikan.
"Saya kurang paham apakah petugas yang mengarahkan atau pengguna yang salah scan barcode. Tapi intinya, kalau waktu di-scan ternyata muncul Rp3.000 (padahal menggunakan motor), silakan langsung protes ke petugas di tempat. Karena saat scan barcode, nilai transaksinya langsung muncul," jelasnya.
Rahmat juga menegaskan bahwa seluruh pembayaran parkir melalui QRIS Dishub Kota Malang langsung masuk ke kas pemerintah daerah sehingga tidak dapat dimanfaatkan oleh oknum tertentu.
"Untuk QRIS Dishub, transaksinya langsung masuk ke Rekening Kas Umum Daerah (RKUD) atau Rekening Pendapatan Asli Daerah (PAD)," pungkasnya.
