JATIMTIMES - Panitia Temu Karya Daerah (TKD) Karang Taruna Kota Malang menegaskan bahwa pembentukan caretaker hingga penyusunan kepanitiaan dilakukan berdasarkan ketentuan organisasi. Langkah tersebut diklaim sebagai bagian dari upaya memulihkan tata kelola kelembagaan dan memastikan seluruh tahapan TKD 2026 berjalan sesuai konstitusi organisasi.

Sekretaris Organizing Committee TKD Karang Taruna Kota Malang, Ihya'ul Ulumuddin, mengatakan keberadaan caretaker kerap disalahartikan sebagai representasi kepentingan kelompok tertentu. Padahal, menurutnya, caretaker dibentuk ketika organisasi mengalami persoalan administratif maupun kebuntuan kepemimpinan.

"Mandat utama caretaker adalah memastikan masa transisi berjalan sesuai aturan organisasi. Ketegasan dalam menerapkan ketentuan formil merupakan bentuk kepatuhan terhadap konstitusi Karang Taruna, bukan keberpihakan kepada pihak tertentu," ujarnya.

Ia menilai sikap yang mengabaikan pelanggaran administrasi demi mengakomodasi kepentingan tertentu justru berpotensi merusak tata kelola organisasi. Karena itu, setiap keputusan selama masa transisi disebut mengacu pada ketentuan organisasi yang berlaku.

Penjelasan serupa, lanjut Ihya'ul, juga menjadi dasar dalam penyusunan kepanitiaan TKD. Menurutnya, komposisi panitia tidak semata didasarkan pada prinsip pemerataan keterwakilan, tetapi mempertimbangkan aspek legalitas kepengurusan.

Ia menyebut pelibatan pengurus yang status surat keputusannya masih bermasalah secara organisasi berpotensi memengaruhi legitimasi penyelenggaraan TKD. Oleh sebab itu, panitia memilih menerapkan prinsip kehati-hatian agar seluruh keputusan yang dihasilkan memiliki dasar administratif yang kuat.

"Kami ingin memastikan seluruh produk dan ketetapan panitia memiliki kedudukan hukum yang solid, kredibel, dan tidak menyisakan celah administratif," katanya.

Ihya'ul juga membantah adanya campur tangan politik praktis dalam proses menuju TKD. Menurutnya, mekanisme yang dibangun justru dirancang untuk mempersempit ruang intervensi dari pihak luar.

Ia menjelaskan bahwa proses pendaftaran, penjaringan hingga penyusunan tata tertib disusun berdasarkan ketentuan operasional organisasi. Dengan mekanisme tersebut, menurutnya, seluruh tahapan suksesi kepemimpinan dapat berlangsung secara objektif dan sesuai aturan.

"Penegakan disiplin terhadap aturan merupakan antitesis dari intervensi politik. TKD 2026 harus menjadi momentum pembenahan organisasi agar melahirkan kepemimpinan yang memiliki legitimasi sosial sekaligus berdiri di atas fondasi hukum organisasi," pungkasnya.
