Langkah ini dilakukan untuk memastikan seluruh lokasi parkir dikelola secara legal, menerapkan tarif yang jelas, serta memberikan kepastian dan perlindungan bagi masyarakat sebagai pengguna jasa parkir.
Kepala Badan Pendapatan Daerah (Bapenda) Kota Surabaya , Rachmad Basari, menegaskan bahwa setiap tempat usaha yang menyediakan fasilitas parkir wajib mengantongi izin penyelenggaraan parkir. Kewajiban tersebut bukan sekadar memenuhi aspek administrasi, tetapi juga menjadi bentuk perlindungan terhadap hak masyarakat.

"Izin parkir itu memberikan kepastian bagi masyarakat. Di dalamnya sudah tercantum besaran tarif parkir yang berlaku, siapa pengelolanya, hingga petugas parkir yang bertugas. Jadi masyarakat mengetahui dengan jelas berapa tarif yang harus dibayar dan siapa yang bertanggung jawab atas pengelolaan parkir tersebut," kata Basari.
Ia menjelaskan, setiap pengelola usaha wajib mencantumkan skema tarif parkir saat mengajukan izin. Besaran tarif dapat berbeda di setiap lokasi, mulai dari tarif progresif maupun tarif flat, sesuai dengan izin penyelenggaraan parkir yang telah disetujui pemerintah daerah. Karena itu, pengelola tidak diperkenankan menerapkan tarif di luar ketentuan yang tercantum dalam izin.
Menurut Basari, kejelasan informasi tersebut menjadi bagian dari upaya menciptakan layanan parkir yang transparan sekaligus memberikan rasa aman dan nyaman bagi masyarakat ketika memarkirkan kendaraannya.
“Tidak hanya tarif, izin tersebut juga memuat informasi mengenai pihak pengelola hingga petugas parkir yang bertugas. Dengan begitu, masyarakat memiliki kepastian mengenai tarif yang dibayarkan maupun siapa yang bertanggung jawab atas pengelolaan parkir di lokasi tersebut,” jelasnya.
Basari menegaskan bahwa penutupan sementara sejumlah area parkir yang dilakukan Pemkot Surabaya beberapa waktu lalu merupakan bentuk penegakan aturan. Ia memastikan tindakan tersebut bukan ditujukan kepada kegiatan usaha, melainkan hanya terhadap area parkir yang belum memenuhi ketentuan perizinan.

"Yang ditutup bukan tempat usahanya, tetapi area parkirnya karena belum memiliki izin penyelenggaraan parkir. Begitu seluruh persyaratan dipenuhi dan izinnya terbit, area parkir dapat kembali beroperasi," ujarnya.
Melalui pengawasan ini, Pemkot Surabaya mendorong seluruh pengelola usaha agar mematuhi ketentuan perizinan penyelenggaraan parkir. Dengan begitu, tata kelola parkir di kawasan usaha dapat berjalan lebih tertib, akuntabel, dan memberikan perlindungan bagi masyarakat sebagai pengguna jasa parkir.
"Setiap tempat usaha yang menyediakan fasilitas parkir wajib memiliki izin. Dengan adanya izin, masyarakat memperoleh kepastian mengenai tarif yang berlaku, pengelola yang bertanggung jawab, sehingga layanan parkir menjadi lebih aman, nyaman, dan transparan," pungkasnya.
