JATIMTIMES - Menjelang peringatan Hari Ulang Tahun (HUT) Ke-81 Republik Indonesia (RI), Pemerintah Kota (Pemkot) Surabaya menegaskan bahwa penarikan iuran atau sumbangan untuk peringatan kemerdekaan tetap diperbolehkan, selama bersifat sukarela dan tanpa patokan nominal.
Kepala Dinas Komunikasi dan Informatika (Dinkominfo) Kota Surabaya Eddy Christijanto menjelaskan bahwa Pemkot Surabaya telah menerbitkan Surat Edaran (SE) Nomor 100.3.4.3/16871/436.1.1/2026 . Dalam SE tersebut, pemkot membatasi penarikan iuran rutin warga di lingkungan RT/RW hanya untuk tiga peruntukan utama, yaitu keamanan, kebersihan dan fasilitas umum yang belum diserahkan kepada Pemkot Surabaya.

“Meski demikian, iuran atau sumbangan untuk perayaan Hari Kemerdekaan RI atau 17-an tetap diperbolehkan. Syaratnya harus bersifat sukarela dan tidak boleh ada pemaksaan nominal yang harus diberikan warga," ujar Eddy, Selasa (21/7/2026).
Terkait pelaksanaan iuran perayaan kemerdekaan, Eddy menekankan partisipasi warga dalam memeriahkan HUT RI diperbolehkan selama berlandaskan asas kebersamaan dan kemampuan masing-masing warga.
“Prinsip utamanya adalah tidak ada paksaan nominal. Penarikan dilakukan secara sukarela, tanpa mematok besaran angka, dan disesuaikan dengan kemampuan ekonomi warga," tegas Eddy.

Lebih lanjut, Eddy menyampaikan bahwa momen peringatan kemerdekaan setahun sekali ini merupakan momentum penting untuk memupuk kebersamaan di tingkat akar rumput. Sehingga, partisipasi swadaya warga menjadi bentuk nyata penghormatan dan apresiasi atas perjuangan para pahlawan yang telah gugur.
“Perayaan HUT RI juga merupakan wujud kegiatan gotong royong warga dalam mengaplikasikan nilai-nilai Pancasila. Oleh karena itu,semangat kebersamaan yang dibangun secara sukarela dapat mempererat tali silaturahmi antarwarga di lingkungan RT/RW,” terangnya.
Terakhir, Pemkot Surabaya mengimbau seluruh pengurus RT dan RW untuk tetap menjaga transparansi dan melakukan pencatatan keuangan secara terbuka, baik untuk iuran rutin maupun sumbangan kegiatan kemerdekaan.
“Kami berharap dengan pengelolaan yang jujur dan partisipasi yang sukarela, perayaan HUT Ke-81 RI di Kota Surabaya dapat berlangsung meriah, hangat, serta menjadi cerminan nyata dari gotong royong Kampung Pancasila,” pungkasnya.
