Dua investor perikanan melirik ikan patin asal Tulungagung. Ke dua investor itu adalah PT Belida di Desa Waung Kecamatan Tulungagung, dan satu lagi perusahaan yang beroperasi di Prigi, Kecamatan Watulimo, Trenggalek.

Bukan tanpa alasan mereka melirik Tulungagung untuk mengolah ikan patin. Ikan patin Tulungagung dikenal putih dan tidak berbau tanah.

“Mereka pabriknya di Prigi, tapi mereka mengambil bahan baku patin di Tulungagung,” terang Kadin Perikanan Tulungagung Tatang Suhartono, Kamis (12/9/2019).

Dua pabrik itu sama-sama punya kapasitas produksi 3-5 ton per hari.

Sementara yang bakal masuk adalah sebuah perusahaan BUMN yang menggandeng perusahaan swasta, dan sebuah perusahaan perikanan asal Kalimantan.

Perusahaan BUMN itu mempunyai kapasitas produksi 5-15 ton per hari, sedangkan perusahaan asal Kalimantan 50 ton per hari.

Dinas Perikanan memberi syarat, para investor yang masuk wajib menjalin kemitraan lebih dulu dengan para pembudidaya.

Tatang tidak mau perusahaan yang baru masuk mengambil pembudidaya, mitra perusahaan lama.

“Kami tidak mau tata niaga yang sudah terbentuk. Karena itu silakan menjalin kemitraan untuk mencukupi kebutuhan bahan baku,” sambung Tatang.

Selama ini pembudidaya lebih untung menjalin kemitraan dengan pabrik. Sebab harga ditentukan bersama dan dituangkan dalam surat perjanjian.

Mereka tidak terpengaruh jika sewaktu-waktu harga patin anjlok, karena harga sudah diikat di awal. Sementara pabrik diuntungkan karena kebutuhan bahan baku terjamin, dengan harga yang sudah pasti.

Biasanya para pembudidaya berhubungan dengan suplier, yang merupakan kepanjangan tangan pabrik.

Suplier ini yang menjamin ketersediaan bibit, melakukan pembinaan dan memberi pinjaman pakan tanpa mengubah harga.

“Keberadaan suplier ini diatur dalam Permen Kelautan dan Perikanan. Dia bertugas “ngopeni” para mitra,” tutur Tatang.

Kapasitas produksi patin per hari di Tulungagung mencapai 50 ton. Sebelumnya 240 ton patin asal Tulungagung dikirim ke tanah suci, untuk konsumsi jamaah haji.

Kini pemerintah tengah melobi pengiriman patin untuk konsumsi jamaah umroh.
