JATIMTIMES - Pemerintah Kota (Pemkot) Malang mulai merombak arah program RT Berkelas setelah banjir kritik pada 2026. Fokus kini bergeser ke kebutuhan riil warga.

Pemkot langsung mencoret usulan pengadaan meja, kursi, dan tenda untuk pelaksanaan 2027. Kebijakan itu ditegaskan dalam aturan resmi.

Evaluasi tajam muncul karena pembahasan 2026 dinilai terburu-buru. Muskelsus baru berjalan November dan harus rampung Desember.

Waktu sempit memicu usulan yang kurang berkualitas. Banyak RT hanya mengejar pemenuhan plafon anggaran Rp 50 juta.

Data lapangan menunjukkan dominasi belanja furnitur. Di Lowokwaru saja, usulan kursi mencapai 2.618 unit senilai Rp1,3 miliar.

Pengadaan meja juga menyedot anggaran besar. Nilainya menembus sekitar Rp580 juta dalam satu kecamatan.

Kepala Bappeda Kota Malang Dwi Rahayu memastikan pola itu tidak terulang. Ia menyebut perencanaan 2027 mulai ditata lebih awal.

“Kalau musrenbang dan pokir sudah masuk perencanaan 2027. Untuk RT Berkelas masih belum klir,” ujarnya.

Pemkot kini memfinalisasi data usulan dari seluruh RT. Tim mencocokkan kebutuhan dengan dinas teknis agar lebih presisi.

Dwi menegaskan penghapusan furnitur berlaku penuh. “Untuk kursi, meja, dan tenda dikecualikan,” tegasnya.

Sebagai gantinya, pemkot mendorong pembangunan tematik berbasis kebutuhan. Usulan seperti gorong-gorong, CCTV, dan laptop posyandu mulai diperkuat.

Selain itu, agar lebih tepat sasaran, Pemkot Malang berencana penyusunan kamus usulan khusus, agar pengajuan kebutuhan warga dalam Musrenbang menjadi lebih fokus dan tepat sasaran.

Upaya pembenahan itu dilakukan setelah evaluasi menunjukkan masih adanya ketidaksesuaian antara usulan warga dengan kesiapan di lapangan.

Selama ini, mekanisme program RT Berkelas sejatinya sudah berjalan sesuai aturan dan mengacu pada kamus usulan yang ada. Namun dalam praktiknya, sejumlah kendala teknis masih ditemukan.
