JATIMTIMES - Pemerintah Arab Saudi resmi memperketat akses menuju Kota Suci Makkah menjelang puncak musim haji 1447 H/2026 M. Sejak Senin, 13 April 2026, siapa pun yang tidak mengantongi izin resmi dipastikan tidak bisa melintas masuk ke wilayah Makkah dan akan diminta putar balik di pos pemeriksaan. 

Kebijakan ini menjadi perhatian jemaah, termasuk warga negara Indonesia yang tengah berada di Arab Saudi untuk keperluan umrah maupun persiapan haji.

Berdasarkan aturan terbaru dari Kementerian Dalam Negeri Arab Saudi, hanya tiga kategori orang yang diperbolehkan masuk ke Makkah.

Pertama, pemegang izin tinggal (iqamah) yang diterbitkan di Makkah. 

Kedua, pemegang visa haji resmi.

Ketiga, pekerja yang memiliki izin kerja di area tempat-tempat suci (masyair). 

Di luar tiga kategori tersebut, petugas keamanan akan langsung menolak akses masuk.

Adapun pengetatan akses masuk ke Mekkah ini merupakan prosedur rutin yang diterapkan Arab Saudi menjelang musim haji untuk mengendalikan arus jemaah dan mencegah praktik haji ilegal.
Juru Bicara Kementerian Haji dan Umrah RI, Ichsan Marsha, menegaskan langkah tersebut merupakan bagian dari prinsip “Tidak Ada Haji Tanpa Izin”.

“Pemerintah Arab Saudi setiap tahun menerapkan pengendalian akses ke Makkah menjelang puncak musim haji. Hal ini penting untuk memastikan bahwa pelaksanaan ibadah berlangsung aman, tertib, dan sesuai kapasitas yang telah ditetapkan,” ujar Ichsan dalam keterangan resminya, dikutip Rabu (15/4/2026). 

Ia juga mengingatkan calon jemaah agar tidak tergiur tawaran berangkat tanpa visa haji resmi. “Kami mengingatkan bagi yang akan menjalankan ibadah haji untuk memastikan visa yang digunakan adalah visa haji. Bukan visa umrah, kerja, turis, atau lainnya. Jangan mau dirayu berangkat tanpa visa haji. Itu ilegal,” tegasnya.

Selain pembatasan akses, Arab Saudi juga menetapkan batas akhir bagi pemegang visa umrah. Seluruh jemaah umrah diwajibkan meninggalkan Arab Saudi paling lambat 18 April 2026. Setelah tanggal tersebut, pemegang visa non-haji tidak diperbolehkan berada di Makkah. 

Pada tanggal yang sama, izin umrah melalui aplikasi Nusuk juga dihentikan sementara hingga 31 Mei 2026. Artinya, selama periode tersebut, hanya pemegang visa haji dan warga dengan izin resmi yang boleh berada di Kota Suci.

Arab Saudi juga menegaskan adanya sanksi tegas bagi pelanggar aturan. Selain ditolak masuk di checkpoint, pelanggar berpotensi terkena sanksi administratif hingga pidana sesuai hukum yang berlaku di kerajaan.

“Selain ditolak masuk Makkah, juga berpotensi dikenakan sanksi sesuai ketentuan hukum di Arab Saudi,” tegas Ichsan. 

Karena itu, calon jemaah haji maupun umrah, khususnya WNI, diimbau untuk memastikan seluruh dokumen perjalanan sudah sesuai aturan agar tidak mengalami kendala saat tiba di Arab Saudi.
