JATIMTIMES - Pemerintah Kota Malang terus mendorong penambahan ruang terbuka hijau (RTH) sebagai bagian dari upaya menjaga keseimbangan lingkungan perkotaan. Langkah strategis kini ditempuh melalui penyusunan Rancangan Peraturan Daerah tentang Ruang Terbuka Hijau (Raperda RTH). 

Fokus utama diarahkan pada pengaturan kawasan perumahan agar ikut berkontribusi menyediakan ruang hijau.

Pelaksana Harian Kepala Dinas Lingkungan Hidup (DLH) Kota Malang Gamaliel Raymond Hatigoran mengungkapkan bahwa capaian ruang terbuka hijau saat ini masih jauh dari target nasional. Kondisinya baru menyentuh angka sekitar 17 persen. Sementara ketentuan nasional menetapkan target  30 persen.

“Sebetulnya kalau untuk wilayah kabupaten, RTH itu relatif mudah karena lahannya masih luas. Tetapi karena ini wilayah perkotaan, targetnya 30 persen. Nah, di Kota Malang sendiri ini baru sekitar 17 persen,” ujarnya.

Ranperda tersebut diharapkan menjadi instrumen penting dalam mempercepat penambahan ruang hijau di wilayah kota. Salah satu poin krusial yang diatur adalah kewajiban bagi pengembang perumahan untuk menyediakan ruang terbuka hijau dalam setiap proyek pembangunan.

“Dengan adanya perda itu, ada harapan supaya Kota Malang nanti bisa menambah RTH,” kata Gamaliel.

Selama ini, keberadaan ruang terbuka hijau di kawasan perumahan dinilai masih minim, terutama pada perumahan skala kecil. Fasilitas umum yang disediakan umumnya hanya berupa jalan lingkungan tanpa diimbangi taman atau ruang hijau yang memadai.

“Ke depan, setiap pembukaan perumahan baru tidak hanya menyediakan fasum jalan dan tanah makam, tetapi juga wajib ada RTH. Jadi bukan hanya jalan, tapi ada taman atau ruang yang bisa difungsikan sebagai RTH,” ucap Gamaliel.

Untuk memastikan implementasi berjalan optimal, Dinas Lingkungan Hidup Kota Malang telah berkoordinasi dengan Dinas Pekerjaan Umum dan Penataan Ruang. Sinergi ini dilakukan agar ketentuan penyediaan ruang terbuka hijau dapat dimasukkan dalam  perizinan pembangunan perumahan.

Tak hanya menyasar pembangunan baru, Pemkot Malang juga akan melakukan evaluasi terhadap kawasan perumahan lama. Lahan kosong yang masih tersedia akan diidentifikasi, kemudian didorong untuk dimanfaatkan sebagai ruang terbuka hijau.

“Untuk perumahan lama nanti akan kita cek ulang. Biasanya masih ada tanah kosong yang belum dimanfaatkan, itu bisa difungsikan untuk RTH,” ujar Gamaliel.

Di sisi lain, optimalisasi ruang terbuka hijau yang sudah ada juga terus dilakukan. Penanaman pohon menjadi langkah konkret yang digencarkan. Termasuk di area pemakaman umum yang dinilai memiliki potensi besar untuk penghijauan.

Pemerintah Kota Malang menegaskan komitmennya untuk memperkuat regulasi. Setelah Ranperda RTH disahkan, aturan turunan berupa peraturan wali kota (perwal) akan segera disusun. Di dalamnya akan mengatur lebih detail, termasuk kemungkinan sanksi bagi pengembang yang tidak memenuhi kewajiban penyediaan ruang terbuka hijau.

“Kalau tidak melaksanakan, kemungkinan ada sanksi yang akan ditegaskan di perwal nanti,” pungkasnya.
