JATIMTIMES - Kondisi Jembatan Penyeberangan Orang (JPO) di kawasan Alun-alun Merdeka Kota Malang kembali menuai kritik. Fasilitas publik yang berada di jantung kota itu dipenuhi sampah hingga kotoran manusia, memunculkan sorotan terhadap lemahnya pengawasan dari Dinas Lingkungan Hidup (DLH) Kota Malang.

Padahal, kawasan Alun-alun Merdeka selama ini dikenal sebagai salah satu ikon sekaligus wajah Kota Malang yang kerap dikunjungi wisatawan maupun masyarakat lokal. Namun kondisi JPO justru dinilai memalukan dan jauh dari kesan kota yang bersih dan nyaman.

Keluhan datang dari warga yang merasa jijik saat hendak menggunakan fasilitas penyeberangan tersebut. Salah satunya Rudi (34) yang mengaku membatalkan niat menyeberang melalui JPO karena mendapati banyak kotoran diduga berasal dari manusia.

“Saya sebenarnya barusan mau nyebrang lewat situ, lah kok ada kotoran kayaknya manusia, bukan hewan, dan ada banyak,” ujar Rudi, Kamis (28/5/2026).

Alih-alih menggunakan JPO, ia memilih turun kembali dan menyeberang langsung melalui jalan raya karena menilai kondisi jembatan tidak layak digunakan.

“Ya saya langsung kembali lagi turun akhirnya mau nyebrang di jalan ini saja. Mau gimana lagi, mau nyebrang di JPU kok enggak layak banget sampai ada kotoran orang,” katanya.

Menurut Rudi, kondisi tersebut memperlihatkan lemahnya pengawasan terhadap fasilitas publik di pusat Kota Malang. Ia mempertanyakan bagaimana area yang berada tepat di kawasan Alun-alun Merdeka bisa dibiarkan dalam kondisi kotor dan kumuh.

“Ini enggak dibersihkan atau gimana, atau orang siapa ini kok sampai buang kotoran di JPU,” ucapnya.

Sorotan terhadap pengawasan DLH Kota Malang semakin menguat setelah pihak dinas mengakui belum memasang CCTV di area JPO. Padahal lokasi tersebut termasuk kawasan strategis dengan aktivitas masyarakat yang tinggi setiap harinya.

Plh Kepala DLH Kota Malang, Gamaliel Raymond Hatigoran Matondang, mengatakan petugas sebenarnya rutin melakukan pembersihan setiap hari di kawasan JPO dan Alun-alun Merdeka. Namun persoalan sosial disebut menjadi penyebab area tersebut kembali kotor.

“Dulu pernah ada ODGJ yang menetap di situ. Waktu itu sudah diambil oleh Dinas Sosial, tetapi beberapa bulan kemudian kembali lagi,” ungkap Raymond.

Selain ODGJ, area bawah jembatan juga sempat ditempati tunawisma yang pernah diamankan Satpol PP dan mendapat pembinaan dari Dinas Sosial. “Tidak lama kemudian kembali lagi,” katanya.

Meski demikian, kondisi JPO yang terus berulang dipenuhi sampah dan kotoran dinilai menunjukkan pengawasan kawasan belum berjalan optimal. Terlebih, JPO Alun-alun Merdeka merupakan salah satu titik yang mudah terlihat publik dan menjadi akses utama pejalan kaki di pusat kota.

DLH Kota Malang mengaku telah menambah 12 tong sampah di kawasan Alun-alun Merdeka dan akan memperketat pengawasan bersama Satpol PP.

“Ke depan pengawasan akan dibuat lebih ketat dan lebih spesifik bersama Satpol PP dan DLH,” pungkasnya.
