JATIMTIMES - Kebijakan efisiensi anggaran yang diberlakukan pemerintah pusat telah berdampak pada berbagai sektor, termasuk berkurangnya dana yang mengalir ke desa dan perubahan arah kebijakan presiden yang lebih mengutamakan MBG juga KDMP.
Bagi sebagian pihak, kondisi ini dianggap sebagai hambatan bagi pembangunan dan pemberdayaan masyarakat desa. Namun sesungguhnya, berkurangnya anggaran tidak boleh menjadi alasan untuk menghentikan kemajuan desa. Justru di tengah keterbatasan itulah kreativitas, inovasi, dan integritas para pemimpin desa diuji.

Pembangunan desa tidak selalu identik dengan besarnya anggaran. Banyak desa di Indonesia yang mampu berkembang karena memiliki pemimpin yang visioner, masyarakat yang kompak, serta kemampuan memanfaatkan potensi lokal secara maksimal. Dana memang penting, tetapi semangat gotong royong, partisipasi masyarakat, dan pengelolaan yang jujur jauh lebih menentukan keberhasilan pembangunan.
Efisiensi anggaran juga tidak otomatis menjamin hilangnya praktik korupsi. Sejarah menunjukkan bahwa korupsi bukan semata-mata terjadi karena besarnya anggaran, melainkan karena lemahnya integritas dan pengawasan. Karena itu, desa tidak boleh ikut-ikutan terjebak dalam budaya korupsi yang merugikan rakyat. Justru desa harus menjadi contoh bahwa pembangunan dapat berjalan dengan tata kelola yang bersih dan bertanggung jawab. Menghindari budaya korup agar masyarakat tidak gaduh kemudian melawan kepala desa dan perangkatnya. Dulu dana desa banyak dikorupsi oleh kepala desa dan banyak kepala desa berurusan dengan hukum yang berakhir pada penjara. Dana desa satu milyar dikorupsi seratus juta tidak baik apalagi kini dana desa yang tinggal tiga ratus juta mau dikorupsi tetap seratus juta.
Kepala desa dan perangkat desa memiliki kesempatan besar untuk membuktikan bahwa jabatan adalah amanah, bukan sarana memperkaya diri. Ketika desa mampu mengelola anggaran secara transparan, melibatkan masyarakat dalam pengawasan, dan mengutamakan kepentingan umum, maka desa telah memberikan pelajaran berharga kepada semua tingkatan pemerintahan. Integritas yang lahir dari desa dapat menjadi teladan bagi para pejabat yang masih tergoda menyalahgunakan uang rakyat.
Di tengah berbagai berita tentang dugaan penyelewengan anggaran dan penyalahgunaan kekuasaan, masyarakat desa tidak boleh kehilangan harapan. Desa harus menunjukkan bahwa pemerintahan yang bersih bukan sekadar slogan. Setiap rupiah yang masuk ke desa harus benar-benar dirasakan manfaatnya oleh masyarakat, baik melalui pembangunan infrastruktur, pemberdayaan ekonomi, pendidikan, maupun pelayanan sosial.
Selain itu, ada satu modal sosial yang tidak boleh hilang, yaitu kerukunan dan gotong royong. Sejak dahulu, desa mampu bertahan menghadapi berbagai kesulitan karena masyarakatnya saling membantu. Ketika jalan rusak, warga bergotong royong memperbaiki. Ketika ada warga kesulitan, tetangga datang membantu. Nilai-nilai seperti inilah yang menjadi benteng kehidupan masyarakat desa.

Gotong royong bukan tanda kemiskinan, melainkan tanda kekuatan sosial. Ketika anggaran berkurang, gotong royong justru semakin penting untuk menjaga keberlangsungan pembangunan. Kerukunan juga harus terus dirawat agar perbedaan pilihan politik, kepentingan kelompok, maupun persaingan jabatan tidak merusak persaudaraan di tengah masyarakat.
Masa depan desa tidak boleh bergantung sepenuhnya pada besarnya dana yang diterima. Desa harus terus berinovasi, menggali potensi pertanian, perikanan, peternakan, pariwisata, usaha mikro, dan berbagai sumber daya lokal lainnya. Dengan kreativitas dan kerja sama yang baik, desa dapat tetap maju meskipun menghadapi keterbatasan anggaran.
Pembangunan desa bukan hanya soal uang, tetapi soal karakter. Desa yang jujur akan lebih kuat daripada desa yang kaya tetapi korup. Desa yang rukun akan lebih tangguh daripada desa yang memiliki banyak anggaran tetapi terpecah belah. Dari desa yang bersih, berintegritas, dan bergotong royong, Indonesia dapat belajar bahwa kemajuan sejati selalu dimulai dari kejujuran dan kebersamaan.
