JATIMTIMES - Pembahasan Rancangan Undang-Undang (RUU) Kamar Dagang dan Industri (Kadin) di Badan Legislasi (Baleg) DPR RI tak hanya menyoroti penguatan peran organisasi pengusaha tersebut. Anggota Baleg DPR RI dari Fraksi Golkar, Ahmad Irawan, mengingatkan agar peningkatan hak dan kewenangan Kadin juga diimbangi dengan kewajiban yang jelas bagi dunia usaha.
Pesan itu disampaikan Irawan saat Rapat Dengar Pendapat Umum (RDPU) Baleg DPR RI bersama jajaran Kadin pada Rabu (17/6/2026).

Menurut Irawan, selama ini pembahasan mengenai Kadin lebih banyak menyoroti hak dan peran strategis organisasi tersebut sebagai representasi pelaku usaha nasional. Padahal, kata dia, aspek kewajiban juga perlu mendapatkan perhatian yang sama dalam revisi regulasi yang tengah dibahas.
"Kewajiban yang setingkat dengan hak itu jarang datang dengan konsep itu," kata Ahmad dalam rapat.
Ia memahami bahwa Kadin merupakan wadah berhimpunnya para pelaku usaha yang selama ini didorong agar semakin kuat dan berkontribusi terhadap pertumbuhan ekonomi nasional. Namun, menurutnya, penguatan hak harus berjalan beriringan dengan tanggung jawab yang lebih besar.
"Karena kadin ini adalah himpunan pelaku usaha dengan hak-hak yang kita dorong dalam rangka bagaimana pelaku usaha kita dorong, kita majukan. Sebagai anggota Baleg, saya sih berharap kewajiban itu ada juga kita lekatkan terhadap Kadin ke depan," ujarnya.
Dalam pandangannya, salah satu kewajiban yang layak dipertimbangkan untuk dimasukkan dalam RUU Kadin adalah dukungan terhadap pengembangan penelitian dan inovasi di sektor usaha.
Irawan menilai ekosistem bisnis nasional masih menghadapi tantangan besar dalam bidang riset dan pengembangan (research and development/R&D). Padahal, aspek tersebut menjadi faktor penting untuk meningkatkan daya saing dunia usaha di tengah perubahan teknologi yang berlangsung cepat.
"Misalnya, kewajiban mendukung kemampuan penelitian kita, riset kita mengenai dunia usaha, riset kita mengenai digitalisasi, dan lain-lain sebagainya," kata wakil rakyat Dapil Malang Raya tersebut.
Menurut Irawan, keterlibatan Kadin dalam mendukung kegiatan riset dapat menjadi jembatan yang menghubungkan pelaku usaha kecil hingga industri besar dengan kebutuhan pasar yang terus berkembang.
"Itu yang hilang dari ekosistem bisnis kita, yang riset and development itu," lanjutnya.

Irawan berpandangan Kadin memiliki posisi strategis untuk memperkuat konektivitas antara pelaku usaha di berbagai tingkatan. Mulai dari usaha mikro, kecil, dan menengah (UMKM), industri besar, hingga akses menuju pasar yang lebih luas.
Karena itu, ia mengusulkan agar dukungan terhadap penelitian, inovasi, dan pengembangan usaha menjadi bagian dari kewajiban organisasi tersebut ke depan.
"Nah, mungkin kadin bisa menjadikan itu sebagai salah satu kewajibannya mendukung dunia penelitian itu. Supaya bisa terkoneksi dari UMKM, terus industri besar, kemudian masuk ke market, itu yang menurut saya perlu juga kita cantumkan," ujarnya.
Di akhir penyampaiannya, Irawan meminta Kadin ikut memberikan masukan terkait keseimbangan antara hak yang ingin diperoleh dengan kewajiban yang dapat dijalankan organisasi tersebut.
Menurut Irawan, keseimbangan itu penting agar penguatan peran Kadin dalam regulasi baru tidak hanya berorientasi pada kewenangan, tetapi juga menghasilkan kontribusi nyata bagi pengembangan dunia usaha nasional.
"Dan mohon kepada Kadin yang lebih berpengalaman dibanding kami di sini adalah bagaimana hak yang diminta, kekuasaan yang diminta ini, juga seimbang dengan kewajiban yang bisa dilaksanakan," pungkas Irawan.
