JATIMTIMES – Kementerian Perumahan dan Kawasan Permukiman (PKP) meluncurkan intervensi finansial besar-besaran berupa pemotongan bunga kredit usaha bagi Masyarakat Berpenghasilan Rendah (MBR). Kebijakan ini menyusul bergulirnya bedah rumah melalui Program Bantuan Stimulan Perumahan Swadaya (BSPS) tahun ini. Kredit tersebut utamanya menyasar MBR yang menjadi sasaran program BSPS.

Menteri PKP Maruarar Sirait menjelaskan, langkah ini diambil agar warga penerima manfaat memiliki ketahanan finansial untuk merawat hunian mereka secara mandiri. Dikatakannya, peningkatan kualitas hunian warga di Kelurahan Temas, Kota Batu, wajib dibarengi dengan penguatan sektor permodalan.

Pemerintah secara resmi memangkas suku bunga Permodalan Nasional Madani (PNM) yang semula mencekik hingga 22 persen, kini melompat turun menjadi hanya 8 persen. Kebijakan diskon bunga ini dirancang khusus untuk memacu produktivitas usaha mikro domestik di tingkat akar rumput.

"Target penerimanya adalah masyarakat berpenghasilan rendah. Jadi, jangan hanya membangun atau merenovasi rumahnya, tapi ekonominya juga harus diperkuat. Kita perbaiki rumah Ibu ini, kalau ekonominya tidak ada nanti bocor lagi, WC mampet, dan kembali kumuh," tegasnya saat meninjau lokasi di Kota Batu, Rabu kemarin.

Selain pemotongan bunga PNM, skema perlindungan finansial ini diperkuat dengan penyediaan Kredit Usaha Rakyat (KUR) perumahan khusus. Fasilitas pembiayaan ini menyasar angka di bawah Rp 100 juta dengan kemudahan mutlak berupa penghapusan agunan atau tanpa jaminan. Masyarakat hanya dibebankan suku bunga super ringan sebesar 0,5 persen per bulan atau setara 6 persen dalam setahun.

"KUR perumahan di bawah Rp 100 juta tanpa jaminan dan bunganya 6 persen setahun. Jadi ini paket lengkap programnya Bapak Presiden," urai menteri yang akrab disapa Ara tersebut.

Secara regional, total stimulus permodalan terintegrasi yang digulirkan pemerintah untuk klaster Malang Raya dan Blitar menembus angka fantastis, yakni sebesar Rp 531 miIiar. Alokasi dana segar ini menyasar realisasi produktif bagi 2.460 pelaku usaha kategori MBR, termasuk para penerima bantuan bedah rumah di wilayah Kota Batu.

"Dengan kebijakan fiskal dan moneter yang berpihak ke bawah, para pelaku usaha mikro di Kota Batu diharapkan mampu mandiri secara finansial dan keluar dari zona kemiskinan," imbuhnya.
