JATIMTIMES - Memasuki musim libur sekolah dan perkuliahan yang bertepatan dengan datangnya ribuan mahasiswa baru ke Kota Malang, Polresta Malang Kota justru meningkatkan intensitas pemberantasan peredaran gelap narkotika. Momentum meningkatnya mobilitas masyarakat dinilai berpotensi dimanfaatkan jaringan narkoba untuk memperluas peredaran.
Kapolresta Malang Kota Kombes Pol Putu Kholis Aryana mengatakan pihaknya terus memperkuat penyelidikan dan penyidikan selama masa liburan. Langkah tersebut dilakukan sebagai bentuk antisipasi terhadap potensi meningkatnya penyalahgunaan narkotika di tengah tingginya aktivitas masyarakat.

“Pada masa libur perkuliahan dan libur sekolah di akhir sampai dengan awal Juli ini, kami terus meningkatkan kerja-kerja penyelidikan dan penyidikan narkotika karena dengan momentum liburan ini banyak mobilitas di Kota Malang yang tentunya terdapat cukup risiko dalam penyalahgunaan dan peredaran gelap narkotika,” kata Putu Kholis.
Upaya pemberantasan narkoba tidak hanya mengandalkan aparat kepolisian. Tingginya kepedulian masyarakat terhadap bahaya narkotika menjadi modal penting dalam mengungkap berbagai kasus yang masih terjadi di Kota Malang.
“Kepedulian dan perhatian masyarakat Kota Malang ini menjadi energi tambahan, menjadi kekuatan bagi kami untuk terus melakukan pengungkapan berbagai kejahatan narkotika yang masih terjadi di Kota Malang,” imbuh mantan kapolres Malang ini.
Di sisi lain, datangnya ribuan mahasiswa baru setiap tahun dinilai bukan ancaman, melainkan peluang untuk memperkuat gerakan bersama melawan narkoba. Putu menilai kalangan mahasiswa memiliki peran strategis sebagai agen perubahan sekaligus mitra kepolisian dalam membangun lingkungan yang bebas dari penyalahgunaan narkotika.
“Satu sisi memang bisa dianggap sebagai mangsa empuk. Tetapi jika kita bekerja kolaboratif dengan teman-teman mahasiswa, para pelajar, dan seluruh komunitas, justru ini menjadi kekuatan baru agar kita tidak pernah kalah melawan kejahatan penyalahgunaan maupun peredaran gelap narkotika,” ucapnya.
Ia berharap bertambahnya jumlah mahasiswa di Kota Malang justru memperkuat daya tahan masyarakat terhadap ancaman narkoba, bukan menjadi sasaran baru bagi jaringan pengedar.
“Mudah-mudahan dengan adanya mahasiswa-mahasiswa baru, menambah daya pukul kita untuk melawan seluruh sindikat penyalahgunaan dan peredaran gelap narkotika, bukan sebaliknya,” tegasnya.
Putu mengakui Kota Malang memiliki tantangan tersendiri dalam pemberantasan narkoba. Selain dikenal sebagai kota pendidikan dengan populasi generasi muda yang besar, wilayah ini juga berada di kawasan strategis Malang Raya sehingga kerap menjadi target jaringan peredaran narkotika.

Karena itu, Polresta Malang Kota menerapkan strategi yang berjalan secara bersamaan, yakni menekan permintaan melalui edukasi dan sosialisasi bahaya narkoba, serta memutus jalur pasokan melalui penindakan terhadap para pelaku.
“Kami terus berusaha keras memutus mata rantai bersama masyarakat, baik penyalahgunaan maupun peredaran gelapnya. Dari sisi demand dan supply, keduanya kami tekan semaksimal mungkin,” jelas Putu.
Selain memperkuat penegakan hukum, kepolisian juga mewaspadai perubahan modus operandi para pelaku. Salah satunya dengan menyamarkan narkotika maupun obat keras ke dalam paket yang dikemas menyerupai kiriman obat-obatan atau peralatan medis agar lolos dari pemeriksaan.
Untuk mengantisipasi modus tersebut, Polresta Malang Kota menggandeng perusahaan jasa ekspedisi dan logistik melalui sistem pengawasan, termasuk metode control delivery, untuk mendeteksi sekaligus menggagalkan pengiriman barang terlarang sebelum sampai ke tangan penerima.
Putu menambahkan, pengungkapan sabu seberat dua kilogram yang dilakukan jajarannya beberapa waktu lalu memiliki karakteristik berbeda dengan pengungkapan 1,6 kilogram pada awal tahun. Perbedaan kemasan dan pola distribusi mengindikasikan kedua kasus tersebut berasal dari jaringan yang berbeda.
“Ini dua hal berbeda, tapi ini juga jadi fokus kita untuk memerangi narkoba,” tutup dia.
