JATIMTIMES – Pemerintah Provinsi (Pemprov) Jawa Timur (Jatim) memberikan penjelasan rinci mengenai performa penyerapan anggaran dan pemanfaatan sisa dana daerah yang sempat menjadi sorotan parlemen.
Dalam Rapat Paripurna DPRD Jatim , Senin (6/7/2026), Wakil Gubernur (Wagub) Jatim, Emil Elestianto Dardak, menyampaikan nota jawaban eksekutif yang mengungkapkan bahwa realisasi Belanja Daerah TA 2025 menyentuh angka Rp31,2 triliun lebih, atau sebesar 93,82 persen dari total pagu anggaran yang ditetapkan sebesar Rp33,2 triliun lebih.

Wagub Emil menyampaikan bahwa capaian penyerapan yang mendekati target tersebut menunjukkan mayoritas program dan kegiatan strategis Pemprov Jatim sebenarnya telah berjalan sesuai dengan cetak biru perencanaan.
Terkait adanya sisa anggaran Belanja Daerah sekitar 6,18 persen yang tidak terealisasi atau dinilai "nganggur", eksekutif memetakan empat faktor utama di lapangan. Faktor pertama adalah efisiensi pelaksanaan tender pada Belanja Operasi dan Belanja Modal, di mana proses pengadaan barang dan jasa berhasil menghasilkan nilai kontrak yang lebih rendah dari pagu awal.
Faktor kedua berkaitan dengan penyesuaian kebutuhan riil dan perubahan dinamika kondisi di lapangan yang membuat beberapa kegiatan tidak dipaksakan berjalan secara penuh demi efektivitas anggaran. Selanjutnya, faktor ketiga adalah sangat rendahnya realisasi Belanja Tidak Terduga (BTT).
"Kondisi ini menunjukkan bahwa kebutuhan penanganan keadaan darurat, bencana, maupun kondisi mendesak selama Tahun Anggaran 2025 lebih rendah dibandingkan alokasi yang telah disediakan, sehingga sebagian besar anggaran belanja tersebut tidak perlu digunakan," urai Emil Dardak saat membacakan jawaban eksekutif terhadap Pandangan Umum Fraksi-Fraksi DPRD Jatim.
Faktor terakhir didorong oleh langkah penghematan serta jika ada optimalisasi penggunaan anggaran secara mandiri oleh masing-masing perangkat daerah tanpa mendegradasi kualitas layanan publik.
Guna mendongkrak ritme serapan belanja dan meminimalkan celah anggaran pada tahun-tahun berikutnya, Pemprov Jatim telah merumuskan lima langkah taktis. Langkah tersebut meliputi peningkatan akurasi perencanaan anggaran agar lebih terukur, akselerasi pengadaan barang dan jasa melalui skema lelang dini, serta pengetatan monitoring-evaluasi berkala terhadap progres fisik dan keuangan di setiap OPD.
Selain itu, Pemprov juga akan memaksimalkan integrasi Sistem Informasi Pemerintah Daerah (SIPD) sebagai instrumen kontrol, serta memperkuat kapasitas koordinasi internal dalam mengelola proyek-proyek strategis dengan kompleksitas tinggi.

Sidang paripurna tersebut juga mencatat Sisa Lebih Pembiayaan Anggaran (SILPA) Tahun Anggaran 2025 berada pada angka Rp3,38 triliun lebih. Menanggapi sorotan legislatif mengenai dana sisa tersebut, Pemprov Jatim memastikan akan terus mengevaluasi seluruh perangkat daerah guna menekan angka keterlambatan program di masa depan.
Eksekutif berkomitmen penuh bahwa dana SILPA sebesar Rp3,38 triliun tersebut tidak akan mengendap sia-sia, melainkan dikembalikan sebagai pembiayaan pada tahun anggaran berikutnya untuk mendanai sektor-sektor krusial yang bersentuhan langsung dengan hajat hidup orang banyak.
"SILPA yang tersedia akan dimanfaatkan sebagai sumber pembiayaan pada tahun anggaran berikutnya sesuai ketentuan, termasuk untuk mendukung program-program prioritas daerah yang berdampak langsung pada peningkatan kesejahteraan masyarakat, pengurangan kemiskinan, penguatan layanan dasar, dan percepatan pembangunan di Jawa Timur," pungkas Emil.
