JATIMTIMES – Kinerja Dinas Pekerjaan Umum (PU) Bina Marga Provinsi Jawa Timur (Jatim) mendapat sorotan tajam dari Komisi D Bidang Pembangunan DPRD Jatim. Legislatif mengevaluasi jebloknya serapan anggaran, kegagalan pemantapan infrastruktur jalan, hingga temuan pelanggaran prosedur penganggaran.

Sederet catatan tersebut dibeberkan Juru Bicara Komisi D DPRD Jatim, Siadi, dalam Rapat Paripurna dengan agenda terkait Laporan Pertanggungjawaban Pelaksanaan APBD Tahun Anggaran (TA) 2025, Jumat (10/7/2026).

Siadi memaparkan bahwa sepanjang tahun anggaran 2025, Dinas PU Bina Marga mendapatkan alokasi anggaran yang cukup besar, yakni mencapai Rp1,584 triliun. Namun, realisasi penggunaan anggaran di lapangan dinilai sangat tidak optimal karena hanya mampu terserap sebesar Rp1,268 triliun atau setara 80 persen saja.

Rendahnya daya serap ini memicu sisa anggaran yang signifikan di sektor infrastruktur jalan dan jembatan. Padahal, kebutuhan perbaikan akses jalan di berbagai wilayah Jatim, khususnya daerah terpencil, masih sangat mendesak.

Di samping persoalan serapan yang minim, Komisi D DPRD Jatim mengungkap temuan krusial mengenai adanya pergeseran dan penambahan anggaran secara sepihak oleh Dinas PU Bina Marga TA 2025 tanpa melalui mekanisme pembahasan bersama legislatif.

"Komisi D melihat adanya perubahan anggaran di Dinas PU Bina Marga Jawa Timur tahun 2025, tanpa melalui pembahasan di Badan Anggaran DPRD Jawa Timur. Dari semula Rp 1,3 triliun tiba-tiba berubah menjadi Rp 1,5 triliun," ujar Siadi. 

Tindakan tersebut dinilai menabrak aturan konstitusi, mulai dari Undang-Undang Nomor 23 Tahun 2014 tentang Pemerintahan Daerah, Peraturan Pemerintah Nomor 12 Tahun 2019 tentang Pengelolaan Keuangan Daerah, hingga Permendagri Nomor 77 Tahun 2020.

Legislatif menegaskan, setiap penambahan atau pengurangan anggaran wajib dibahas bersama Badan Anggaran (Banggar) sebagai alat kelengkapan dewan. Komisi D mendesak agar praktik perubahan anggaran tanpa legitimasi hukum ini tidak diulang kembali guna menjaga akuntabilitas dan meminimalkan potensi konflik hukum di kemudian hari.

Kritik tajam legislatif ini diperkuat oleh fakta lapangan yang menunjukkan target Indeks Konektivitas Jatim tahun 2025 gagal mencapai sasaran. Dari target indeks sebesar 0,848, Dinas PU Bina Marga hanya mampu merealisasikan angka konektivitas sebesar 0,841.

Jebloknya performa konektivitas ini berbanding lurus dengan kondisi fisik jalan milik provinsi yang panjang totalnya mencapai 1.666,959 kilometer. Komisi D membeberkan bahwa sebagian besar jalan utama di Jatim saat ini masih berada di bawah standar kelayakan.

"48,35 persen jalan provinsi belum memenuhi lebar standar 7 meter," ungkap legislator Fraksi Golkar asal Dapil Malang Raya itu. 

Atas dasar rapor merah tersebut, Komisi D DPRD Jatim mengeluarkan rekomendasi tegas agar Dinas PU Bina Marga melakukan pelebaran jalan secara bertahap pada ruas dengan volume lalu lintas harian rata-rata (LHR) tertinggi. Target utamanya adalah menekan proporsi jalan di bawah standar menjadi maksimal 40 persen pada akhir tahun anggaran 2026.

Selain itu, dinas terkait dituntut menetapkan rencana kerja lelang yang lebih presisi dengan menerapkan buffer lelang maksimal 5 persen. Evaluasi pra-lelang dan pasca-lelang harus diperketat demi memastikan efisiensi anggaran tidak mengorbankan target serapan minimal 95 persen di masa mendatang.
