Bapenda Kota Malang Ungkap Tren Pembayaran Pajak Kendaraan Meningkat Usai Sosialisasi Opsen

JATIMTIMES - Badan Pendapatan Daerah (Bapenda) Kota Malang optimistis tingkat kepatuhan masyarakat dalam membayar Pajak Kendaraan Bermotor (PKB) akan terus meningkat. Keyakinan tersebut muncul setelah sosialisasi kebijakan Opsen PKB dan Bea Balik Nama Kendaraan Bermotor (BBNKB) mendapat sambutan positif dari masyarakat di berbagai kecamatan.

Pelaksana Tugas (Plt) Kepala Bapenda Kota Malang Moh Sulthon mengatakan, sosialisasi yang telah berlangsung di Kecamatan Klojen, Kedungkandang, Sukun, hingga Blimbing menjadi bagian dari implementasi regulasi terbaru yang mengatur dasar pengenaan PKB, BBNKB, dan pajak alat berat.

Regulasi tersebut mengacu pada Permendagri Nomor 11 Tahun 2026 yang mulai berlaku sejak 1 April 2026. Pemerintah daerah pun diwajibkan menerapkan aturan tersebut paling lambat 15 hari kerja setelah diundangkan.

Meski demikian, Sulthon memastikan masyarakat tidak perlu khawatir karena Pemerintah Provinsi Jawa Timur telah menyiapkan kebijakan insentif fiskal sehingga perubahan aturan tersebut tidak berdampak pada kenaikan beban pajak kendaraan.

"Sehingga dengan kebijakan Gubernur ini, walaupun ada Permendagri 11 Tahun 2026, tidak merubah atau tidak memberatkan masyarakat. Artinya, pajak kendaraan ini tetap tidak ada kenaikan," kata Sulthon saat sosialisasi bersama masyarakat Kecamatan Blimbing di Hotel Atria, Kamis (9/7/2026).

Ia menjelaskan, insentif tersebut diatur dalam Keputusan Gubernur Jawa Timur Nomor 100.3.3.1/261/013/2026 tentang perubahan atas Keputusan Gubernur Nomor 100.3.3.1/898/013/2025 mengenai pemberian keringanan dasar pengenaan PKB dan BBNKB.

Melalui kebijakan itu, besaran keringanan dasar pengenaan PKB disesuaikan dengan ketentuan terbaru. Sementara untuk kendaraan umum angkutan barang, dasar pengenaan pajak ditetapkan sebesar 60 persen sehingga nilai insentif meningkat menjadi 40 persen.

Menurut Sulthon, antusiasme masyarakat terhadap sosialisasi OPSEN terlihat sangat tinggi. Respons positif itu diterima Bapenda sejak kegiatan pertama digelar hingga pelaksanaan di Kecamatan Blimbing.

"Untuk respons sangat positif sekali. Hari ini mulai dari awal, dari Klojen, Kedungkandang, Sukun, termasuk saat ini di Kecamatan Blimbing. Saya mengakui responsnya sangat-sangat positif sekali," ujarnya.

Tak hanya mendapat sambutan baik, Bapenda juga mulai melihat dampak nyata dari rangkaian sosialisasi tersebut. Salah satunya tercermin dari tren pembayaran pajak kendaraan bermotor yang terus mengalami peningkatan.

"Kalau dilihat dari kenaikan, tren kenaikan pembayaran pajak, mulai dari dilaksanakan sosialisasi pertama, terus meningkat," tandasnya.

Sebagai bentuk apresiasi kepada masyarakat yang taat membayar pajak, Bapenda Kota Malang juga menyiapkan program Gebyar Sadar Pajak yang akan digelar pada akhir 2026. Program tersebut menghadirkan hadiah lima tiket umrah gratis dan lima unit sepeda motor bagi wajib pajak yang memenuhi ketentuan.

"Kami selalu mengapresiasi masyarakat yang sadar pajak. Bapenda menyiapkan lima tiket umroh gratis dan lima unit sepeda motor bagi masyarakat yang taat pajak," pungkasnya.
