JATIMTIMES – Kamar Dagang dan Industri (KADIN) Jawa Timur bersama Asosiasi Personal Vaporizer Indonesia (APVI) mendukung keputusan Majelis Ulama Indonesia Provinsi Jawa Timur (MUI Jatim) yang menerbitkan Fatwa Nomor 1 Tahun 2026 tentang penyalahgunaan rokok elektronik (vape) untuk konsumsi narkoba.
Kedua organisasi tersebut pun menegaskan bahwa produk vape legal yang beredar di pasaran harus memang terbebas dari kandungan narkoba.

Ketua KADIN Jatim, Adik Dwi Putranto menyampaikan bahwa fatwa yang dikeluarkan MUI Jatim ditujukan kepada vape ilegal yang mengandung narkoba, bukan produk rokok elektronik legal yang berpita cukai.
Pernyataan Adik ini sekaligus untuk menetralkan persepsi keliru di masyarakat, yang menyalahartikan maknanya. Padahal, yang diharamkan maupun dikecam adalah penyalahgunaan, yang tidak menyasar pada vape legal.
“Ya sangat-sangat keliru (produk vape legal dikenakan fatwa haram) informasinya, yang dimaksud haram itu adalah vape yang disalahgunakan untuk mengonsumi narkoba. Kalau ada narkobanya ya mestinya haram. Saya pastikan industri vape legal tidak mengandung narkoba,” ucap Adik.
Dia kemudian menekankan pada pentingnya membedakan zat terlarang dengan penyalahgunaan media konsumsinya. Industri rokok elektronik menurutnya merupakan salah satu industri yang bertumbuh dan berkembang di Jatim.
Saat ini, jumlah tenaga kerja yang terlibat bisa mencapai 900-an karyawan. Dengan potensi yang terus bertumbuh, para pelaku industri rokok elektronik harus bisa menjaga dan memastikan keamanan serta kualitas produknya yang beredar di pasaran.
Sementara itu, Ketua Umum APVI, Budiyanto, menambahkan pihaknya menghormati dan mendukung fatwa haram dari MUI Jatim. Dengan adanya fatwa tersebut, Budiyanto berharap kasus penyalahgunaan vape sebagai sarana untuk mengonsumsi narkoba dapat ditekan di masyarakat.
“Kami melihat fatwa ini sebagai momentum untuk memperkuat sinergi seluruh pemangku kepentingan dalam mencegah penyalahgunaan narkoba sekaligus memperjelas bahwa industri rokok elektronik legal yang patuh terhadap regulasi tidak dapat disamaratakan dengan tindakan kriminal yang dilakukan oknum tertentu,” ujarnya.

Sejak dibentuk pada 2015 silam, Budiyanto melanjutkan APVI memiliki komitmen yang tegas terhadap isu penyalahgunaan narkoba. Komitmen tersebut diperkuat dalam Anggaran Dasar/Anggaran Rumah Tangga dan kode etik keanggotaan APVI yang mewajibkan seluruh anggota berperan aktif dalam mencegah penyalahgunaan vape untuk narkotika maupun zat-zat terlarang lainnya.
“Kami percaya bahwa produk vape tidak boleh disalahgunakan untuk sesuatu yang melanggar hukum. Penyalahgunaan narkoba adalah tindak pidana yang harus diperangi bersama,” katanya.
Sama seperti Adik, Budiyanto memastikan seluruh produk vape legal yang berada di pasaran tidak mengandung narkoba. Oleh sebab itu, dengan industri yang terus bertumbuh dan berkembang, ia berharap dukungan dari seluruh para pemangku kepentingan.
Hingga tahun 2025, APVI tercatat memiliki lebih dari 1.500 anggota secara nasional yang terdiri lebih dari 1.000 toko ritel, sekitar 200 produsen, serta tidak kurang dari 200 distributor dan importir serta menyerap lebih dari 150 ribu tenaga kerja, dengan nilai perputaran ekonomi sekitar Rp 41 triliun dengan kontribusi penerimaan negara lebih dari Rp 3 triliun, melalui cukai dan perpajakan.
