Bianglala Alun-Alun Kota Batu Batal Diganti Baru Tahun 2026

JATIMTIMES - Bianglala sebagai salah satu ikon wisata di Alun-Alun Kota Batu tak bisa segera beroperasi kembali dan kembali mangkrak. Pasalnya, pengadaan bianglala baru batal dilakukan tahun 2026 karena evaluasi dampak pemangkasan anggaran daerah.

Padahal sebelumnya, pengadaan bianglala baru direncanakan bisa beroperasi pada akhir tahun depan. Lelang perencanaan sebelumnya sudah dilakukan pada tahun ini melalui LPSE Kota Batu. Sementara lelang fisik menunggu hasil tersebut dan proyeksi anggaran yang juga sudah ditetapkan pada R-APBD 2026 beberapa waktu lalu.

Kepala Dinas Lingkungan Hidup (DLH) Kota Batu Dian Fachroni Kurniawan menyampaikan, keputusan itu diambil usai diumumkannya proyeksi pemangkasan dana transfer ke daerah (TKD) tahun depan sebesar Rp168,8 miliar. Kendati begitu, pihaknya masih menggodok pengadaan bianglala dengan berbagai opsi lain.

"Salah satunya, menyisihkan pos anggaran DLH Kota Batu untuk kajian prospektus bisnis yang memungkinkan pengadaan bianglala melalui sistem Kerjasama Pemerintah dan Badan Usaha (KPBU)," kata Dian saat ditemui, belum lama ini.

Sebab, sambungnya, tahun ini detail engineering design (DED) bianglala sudah tuntas dikerjakan dengan memakan anggaran sebesar Rp300 juta melalui APBD 2025. 

Hasil dari feasibility study (FS) DED bianglala tersebut akan dijadikan acuan dalam menyusun kebutuhan kerja sama dengan badan usaha. Mulai dari kebutuhan anggaran hingga durasi.

"Kemungkinan pada akhir bulan ini sudah bisa keluar nominalnya," tegas Mantan Kepala Bagian Pengadaan Barang dan Jasa Setda Kota Batu itu.

Di samping itu, terkait kondisi bianglala lama, Dian mengaku akan tetap meneruskan proses lelang fisik dengan skema bianglala posisi berdiri. Proses lelang tersebut sudah diajukan ke Badan Keuangan dan Aset Daerah (BKAD) Kota Batu. 

Dian mengaku masih menunggu appraisal dari Kantor Pelayanan Kekayaan Negara dan Lelang (KPKNL). Melalui proses tersebut, Dian baru mengetahui nominal lelang fisik bianglala.

"Jika situasi normal, setidaknya waktu tunggu dua bulan usai appraisal sudah keluar hasilnya," imbuh Dian.
