JATIMTIMES – Panitia Khusus (Pansus) LKPJ DPRD Provinsi Jawa Timur (Jatim) menilai bahwa pertumbuhan ekonomi provinsi saat ini belum inklusif. Ketua Pansus LKPJ DPRD Jatim, Khusnul Arif, menyebut, manfaat pertumbuhan ekonomi belum menjangkau daerah-daerah rawan miskin, terutama di wilayah Madura dan Tapal Kuda.
Pertumbuhan yang ada dinilai masih terpusat di kawasan industri dan kota besar, sehingga ketimpangan kesejahteraan antarwilayah tetap menjadi persoalan serius.

Menurut pendalaman Pansus, meskipun indikator ekonomi menunjukkan angka positif, namun secara substansi hal tersebut belum mampu mengubah peta kemiskinan di daerah pinggiran secara signifikan.
"Artinya, pertumbuhan yang terjadi masih terpusat di wilayah tertentu saja—seperti kawasan industri dan kota besar—belum menjangkau daerah-daerah rawan miskin di Madura dan Tapal Kuda. Ini menunjukkan bahwa pertumbuhan ekonomi Jatim belum inklusif," tegas Khusnul Arif, Jumat (10/4/2026).
Pansus menyoroti fakta bahwa terdapat empat kabupaten yang selama lima tahun terakhir terus tertahan dalam klaster kemiskinan tertinggi. Wilayah tersebut meliputi Kabupaten Sampang dengan angka kemiskinan mencapai 20 persen, Kabupaten Bangkalan 18 persen, Kabupaten Sumenep 17 persen, dan Kabupaten Probolinggo 16,31 persen.
Khusus untuk Kabupaten Bangkalan, Pansus memberi catatan merah karena memiliki indeks keparahan kemiskinan tertinggi di Jawa Timur. Kondisi ini menjadi bukti bahwa kebijakan ekonomi selama ini belum menyentuh akar persoalan di daerah-daerah tersebut secara efektif.
"Pertumbuhan ini belum banyak berdampak pada daerah-daerah dengan tingkat kemiskinan sangat tinggi. Kami menilai ke depan, kebijakan tidak boleh hanya fokus pada angka agregat provinsi, tetapi harus ada intervensi khusus dan afirmatif untuk 4 kabupaten prioritas ini agar kesejahteraan benar-benar merata," lanjutnya.
Secara lebih luas, legislator Fraksi Partai NasDem ini membeberkan bahwa angka kemiskinan Jawa Timur secara umum masih bertahan di level 9,57 persen dalam lima tahun terakhir. Selain itu, angka pengangguran yang berada di level 4,36 persen dianggap tidak mencerminkan kesejahteraan riil karena rendahnya kualitas pekerjaan yang tersedia bagi masyarakat.

"Pengangguran memang rendah 4,36 persen, tetapi kualitas kerja rendah—banyak masyarakat bekerja tapi tetap miskin," jelas Wakil Ketua Komisi D DPRD Jatim ini.
Padahal, jika dilihat dari angka agregat, kondisi ekonomi Jawa Timur sebenarnya berada pada posisi yang stabil dengan pertumbuhan sebesar 5,33 persen dan inflasi yang terkendali di angka 2,85 persen. Namun, Pansus LKPJ memandang angka-angka tersebut belum menjadi jaminan bagi penurunan kemiskinan yang merata di seluruh wilayah.
"Dari sisi makro, pertumbuhan ekonomi Jatim 5,33 persen dengan inflasi 2,85 persen menunjukkan stabilitas positif. Namun menurut pandangan Pansus, dampaknya terhadap penurunan kemiskinan dan kesejahteraan masyarakat belum signifikan dan belum merata," pungkasnya.
