JATIMTIMES - Liburnya Program Makan Bergizi Gratis (MBG) selama masa libur sekolah berdampak langsung terhadap pergerakan harga kebutuhan pokok di Kota Malang. Berkurangnya permintaan dari program tersebut membuat harga sejumlah komoditas pangan di pasar tradisional mengalami penurunan.
Fenomena itu menjadi perhatian Komisi B DPRD Kota Malang. Dewan meminta Pemerintah Kota (Pemkot) Malang segera menyiapkan langkah mitigasi agar harga bahan pangan tetap terkendali saat Program MBG kembali berjalan pada tahun ajaran baru.

Sejumlah komoditas yang mengalami penurunan harga meliputi telur, daging ayam, bawang merah, bawang putih, cabai hingga berbagai jenis sayuran. Penurunan harga tersebut juga berdampak pada meningkatnya aktivitas belanja masyarakat di pasar tradisional.
Ketua Komisi B DPRD Kota Malang, Bayu Rekso Aji, menilai kondisi tersebut merupakan konsekuensi dari mekanisme pasar. Menurutnya, berhentinya sementara Program MBG membuat kebutuhan bahan pangan menurun sehingga harga ikut terkoreksi.
"Kalau menurut saya ini hukum pasar. Saat permintaan turun, otomatis harga juga turun. Liburnya program MBG ikut memengaruhi karena kebutuhan terhadap sejumlah bahan pangan juga ikut berkurang," ujar Bayu.
Bayu memperkirakan kondisi tersebut hanya bersifat sementara. Ketika masa libur sekolah berakhir dan Program MBG kembali dilaksanakan, permintaan terhadap berbagai bahan pangan diprediksi kembali meningkat. Kondisi itu dinilai berpotensi mendorong kenaikan harga apabila tidak diantisipasi sejak dini.
Karena itu, ia meminta Pemkot Malang tidak sekadar memantau perkembangan harga, tetapi juga menyiapkan strategi pengendalian agar lonjakan harga tidak membebani masyarakat.
"Kalau nanti setelah sekolah masuk dan MBG berjalan lagi lalu terjadi kenaikan harga yang terlalu tinggi, tentu akan memberatkan pengeluaran masyarakat," katanya.

Menurut Bayu, pemerintah perlu memetakan komoditas yang selama ini paling terdampak oleh keberadaan Program MBG. Pemetaan tersebut akan menjadi dasar dalam menyiapkan kebijakan penguatan pasokan sehingga gejolak harga dapat ditekan saat permintaan kembali meningkat.
Selain itu, ia mendorong Pemkot Malang memperkuat rantai pasok melalui peningkatan produksi dan kelancaran distribusi bahan pangan. Dengan ketersediaan pasokan yang mencukupi, pelaksanaan kembali Program MBG diharapkan tidak memicu lonjakan harga di tingkat pasar.
"Pemkot harus mendata produk produk yang penurunannya berkaitan dengan MBG. Setelah program berjalan lagi, harus ada mitigasi, mulai dari penguatan suplai, produksi, hingga distribusinya supaya harga tetap stabil," tandasnya.
